How to Become a Notary in Texas


ATTENTION TEXAS NOTARIES

Effective January 1, 2026, the State of Texas requires all notary applicants—both new and renewing—to complete and pass a Notary Education course through the Secretary of State (SOS) portal prior to applying for or renewing a notary commission.

  1. To take the course you will need to login or create an account on the SOS portal, and on the left side click on Notary Education tab.
  2. You will have to pay the $20.71 fee on the states site and then click on “click here to start the Notary Education Course”
  3. After completing the course you will receive a confirmation email informing you if you have passed or failed the education requirement.

Only after you have passed the course you can order the bond online.

NOTARY PUBLIC ELIGIBILITY
REQUIREMENTS

Each person commissioned as a notary public shall be:

► Complete Notary education requirement with Texas Secretary of State.
► At least 18 years of age.
► A resident of the State of Texas.
► Must not have been convicted of a felony or crime involving moral turpitude.
► Provide a $10,000 surety bond, if required (state employees are exempt from the bond requirement).
► Pay the $21.57 filing fee.
► Complete notary application on the Secretary of State web portal.
► Take an oath of office before a notary public.

Education Requirement Details

Traditional Notary applicants seeking to apply for or renew a Texas notary commission must complete the education requirement through the Texas Secretary of State portal before finalizing their application. A new option labeled “Notary Education” will appear on the left-hand menu within the portal. After selecting this option, applicants should choose “Traditional Notary Education” to begin the process. First-time applicants will be prompted to provide basic identifying information before proceeding.

The education requirement includes payment of a $20.71 fee, followed by a series of educational videos that provide an overview of statutes and administrative rules applicable to both traditional and online notaries. Upon completion of the videos, applicants must pass a short, open-book, multiple-choice assessment. A score of at least 70% is required to pass. Applicants may view the videos as many times as necessary; however, they are limited to three assessment attempts within a three-month period. The assessment must be completed within 30 minutes. If an applicant exits the assessment before submitting their answers, the attempt will automatically be marked as a failure, one attempt will be forfeited, and the applicant will be required to repay the fee and restart the education requirement.

Applicants will receive a confirmation email notifying them whether they have passed or failed the education requirement, and they will also be able to view their current education status directly within the Notary Education section of the portal.

Steps to Obtain or Renew Your
Texas Notary Public Commission

1. Purchase through Atkinson Bros. Agency:
          a. $10,000 Texas Notary Bond and pay the Texas state filing fee. (The bond and filing fee will be electronically submitted to the Texas Secretary of State on your behalf.)
          b. Choose Supplies:
                    ► New Notaries: Need a Notary Seal & Record Book.
                    ► Renewing Notaries: Need a new Notary Seal (Record Book if needed).
          c. Purchase Individual Notary Errors & Omissions Coverage (optional).

Do not skip step 1 above as it will delay your license from being approved.

2. You’ll receive an email from DoNotReply@sos.texas.gov titled “Notification from Texas Secretary of State – Application Initiated” with instructions.”
          ■ Complete your application by logging into the Texas Secretary of State portal, reviewing, and electronically signing.

3. Once appointed:
          a. Download your commission from the Texas Secretary of State portal.
                    ► Save a copy of the digital version. If you lose it you will have to purchase a new one from the Texas Secretary of State.
          b. Take the Oath of Office before an authorized official (not yourself).
          c. Keep your commission accessible while performing notarial duties.
          d. DO NOT send your commission to the Secretary of State.
4. Learn Texas notarial laws (Chapters 406 & 87). Visit the state’s educational site for resources or watch training videos.
5. Send a copy of your Commission Certificate to NPLD@NotarySource.com to receive your supplies. Allow 1-3 days for processing.
